2016 Military Pay Charts – Officer & Enlisted Pay (1.3% Raise)

Military members will receive a 1.3% pay raise in 2016, which is the an increase of 0.3% from the 2015 military pay raise. This is the sixth consecutive year in which military members have received a pay raise of less than 2.0%.

Military members come up for a raise each year, which is recommended by the President and voted in by Congress. The raise is based on the Employment Cost Index (ECI) measurement produced by the Bureau of Labor Statistics. The ECI tracks public sector wages and is designed to keep military compensation in line with public sector compensation. The President has the option of recommending a higher or lower pay raise than is calculated by the annual ECI measurements.

2016 Military Pay Tables: Enlisted & Officer Pay

Miltary compensation is the same across all branches of the military. The following pay scales apply to the Air Force, Army, Coast Guard, Marine Corps, Navy, and the National Oceanic and Atmospheric Administration Commissioned Officer Corps (NOAA) and the United States Public Health Service Commissioned Corps (USPHS).

Military members typically receive two forms of compensation – base pay, and allowances. Base pay is calculated solely by the member’s pay grade and time in service. Their Military Occupational Specialty (MOS), career field, or rating have no impact on their base pay. The member’s base pay is taxable at the state and federal levels. Some states either do not have state income taxes or elect not to tax military pay. Some military members may also be eligible for tax-free pay while deployed to a tax-free deployment zone.

Allowances can be based on many factors, including the service member’s career field, location, family status, and other factors. Common allowances include Basic Allowance for Housing (BAH), Basic Allowance for Subsistance (BAS, which is a food allowance), family separation pay, flight pay, sea pay, special duty pay, hazardous duty pay, and other allowances. These allowances are generally tax-exempt.

Military Pay Footnotes

1. Basic pay for an O-7 to O-10 is limited by Level II of the Executive Schedule which is $15,125.10. Basic pay for O-6 and below is limited by Level V of the Executive Schedule in effect during 2016, which is $12,516.60.

2. While serving as Chairman, Joint Chief of Staff/Vice Chairman, Joint Chief of Staff, Chief of Navy Operations, Commandant of the Marine Corps, Army/Air Force Chief of Staff, Chief of the National Guard Bureau Commander of a unified or specified combatant command, basic pay is $21,147.30. (See note 1 above).

3. Applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1460 points as a warrant and/or enlisted member. See Department of Defense Financial Management Regulations for more detailed explanation on who is eligible for this special basic pay rate.

4. For the Master Chief Petty Officer of the Navy, Chief Master Sergeant of the AF, Sergeant Major of the Army or Marine Corps or Senior Enlisted Advisor of the JCS, basic pay is $7,997.10. Combat Zone Tax Exclusion for O-1 and above is based on this basic pay rate plus Hostile Fire Pay/Imminent Danger Pay which is $225.00.

5. Applicable to E-1 with 4 months or more of active duty. Basic pay for an E-1 with less than 4 months of active duty is $1,449.00.

6. Basic pay rate for Academy Cadets/Midshipmen and ROTC members/applicants is $1,040.70.
